I have read the voter's pamphlet and I can't figure this thing out.  Any of you that have a grasp on it, can you chime in?  I want to get my ballot in asap and this is the last issue for me to vote on.

I'm voted to reject. The way I read it, it allows the state critters to subtract interest debt from the bottom line of the debt if there is a scheduled payment from the feds to reimburse the state for that interest debt. It's a way for them to cook the books so to speak and allow the state to owe more money in debt than the state constitution allows the state to owe in the guise that we will get paid by the fed for it.

I voted against it since it reads like it allows the state gov to count their proverbial chickens before they are hatched.

Thanks for the responses guys, I voted to reject it so now my ballot is sealed up and ready to be put in the mail.  Hopefully my postman who delivers other peoples mail to my address regularly doesn't fuck up.

accounting gimmicks so the state can spend to much + some more....they do just fine spending to much already imho...they don't need the power to make it worse....


Scenario I envisioned: they don't take xxx amount of dollars into account when cooking the books due to xxx amount of fed dollars promised....state spends and feds don't deliver....now we have even more debt....

I can't use accounting shenanigans to meet my house hold budget...fuck them, neither should they...

This would allow the state to say "oh, we have govt money coming in so let's discount this from our cap so we have a higher spending limit".
