I have a friend in the States who has a plate carrier/bullet proof vest for sale and I'm interested in buying it. I was wondering if he can just ship it to me or if we're going to need to fill some paperwork

Probably check with Dave's Sports in Lynden, WA.  They are licensed exporters and will know whether restrictions apply.  Interestingly talking to a friend of mine in BC recently learned that BC's provincial government has just banned body armor - apparently it something to do with not wanting the biker gangs to use it.  Is body armor legal in Quebec?

I understood the licensing requirements for firearms.  But BC also has a requirement to license body armor?  Does the licensing requirement apply to civilians and law enforcement alike?  What happens when a law enforcement officer retires and he has purchased his/her own body armor?

I have yet to hear of a Canadian department not provinding ALL the gear the cops need, besides maybe flashlights.

My department provided them every 5 years, and because they were custom fit for each officer, they were issued to us, and weren't expected to be returned.  I have two of the three I was issued.
