Did you read the article?  The state only pays $225k, the rest from private funding.

Gotta pay to have good leadership.  Last I heard, USF is doing really well.

I missed that part. Is it strange for private individuals to pay state workers?

I would get fired if someone paid me for doing the job my employer pays

me to do. It would be unethical.

Lots of state universities get endowments from private individuals, alumni, or corporations.  Usually, it's stipulated that the money is to be spent on something specific, such as enlarging the library, or athletic department or something.  If there's no stipulation, then there's nothing barring the college from spending the cash however they see fit.

Private funding entities, , such as the University of Florida Foundation,  perform several functions.  The most abused function is that the Foundation functions as a slush fund, for paying for things, such as booze, expensive travel etc, that public money can't be used for.

Be thankful that the state doesn't pay for football and basketball coaches!   They are the HIGHEST PAID state employees, paid way more than their bosses!  (For example, Urban Meyer of the FL Gators has a salary of $4 million, newbie FSU coach Jimbo Fisher gets $1.8 million, Skip Holtz of South Florida gets $1.7 million)
