Can you legally buy a high cap magazine for the AR15 but at the same token don't own any lower receiver to attached it to? Is that possible? Can you be in violation if you do not own a lower to which this high cap magazine is going to be attached to?

NO. Cannot purchase any magazines that can hold more than 10 rounds regardless of whether or not you own the firearm.

Say you mail ordered a bunch of links and linked up a bunch of ammo for a Halloween costume. If you linked up more than 10 bullets that'd be breaking the law. Even if you didn't own a gun.

Unless you owned the links before the ban you'd be breaking the law.

Yea I know. I was talking about present day though. Even so, it's still up to the DOJ to prove that you didn't have those links before 2000.
