I know a person 18 and over can purchase a handgun from an individual legally, but not an FFL . What if a person 20 years old is open carrying a pistol where it is legal ?

What says the group and why ? I can't find the relevant section in our laws .

My non-expert opinion is that it'd be ok as long as they are not buying ammo for said pistol at the time they are OCing.

You're right.....federal law (specifically the Youth Protection Handgun Act) says that licensees can only sell rifle and shotguns to those over 18, and handguns to those over age 21.

Besides that it's legal for a 18 y/o to possess a handgun in MO (and even in IL with a FOID card.)   You won't really find anything you CAN do that, but you won't find a law that says you CANNOT.

Doesn't Maine issue non resident ccw to 18+?  Seems like that would take care of needing to oc and would provide some sort of way to say see, I am gtg if ever questioned.
