I did'nt want to hijack Pedro's thread................can a LEO tell when they pull you over if you have a CCW permit if the car is registered in your name??  OR Can he/she tell when they get your lisence Or does it come up at all.  I got pulled over on my motorcycle and he(NHP) started screaming. "back on the bike, both hand on the bars." I was'n even in my jacket................or said a word.

I know that it will show up on LVMPD's SCOPE, and will probably show up on the dispatcher's screen when they run your plate / license if they run NCJIS.

Most officers prefer that you stay on your bike / in your car until they tell you to do otherwise. It helps them control the situation.

If you are driving a car/motorcycle and the vehicle is registered to you, when the officer runs the plate on the MCT/MDT it will show up if he flips through enough pages.

Nevada statute does not require that you notify a Peace Officer when you are armed, but you are required to notify an officer if you are armed if he/she asks. I advise my students to notify the officer out of the gate if they are armed. Cops don't like surprises, and by being honest it usually puts the officer more at ease.

When pulled over put your hands at 10 O'clock and 2 O'clock (if you are on a motorcycle hands on the handlebars), put the windows down, turn your vehicle off, and if it is at night turn the dome light on as a courtesy. And always follow the officer's orders while being detained. By doing this you will lessen the stress level for both you and the officer, and hopefully you will quickly be on your way after the traffic issues are addressed.

My funny NHP thread hijack story:
Driving to Reno, just at the bottom of the hill coming in to pleasant valley.  NHP car pulls me over for tail light out. I roll down the window and put my hands on the door where they are visible. When he get's to the front and greets me, I tell him I have a pistol in the car with me. Looks as if he'll need to change his undies later.  Has my wife (fiance at the time) and I  get out. He retrieves the pistol, a loaded ParaOrdnance P13-45, and tries to clear it. Apparently knowing nothing about 1911s, he can't retract the slide. He finally drops my very valuable pre-ban magazine on the asphalt and tries some more to work the slide. I offer to help him. He looks as if he'll have to take some heart medication before he can change his undies. Finally, figures out that the safety catch must be released , and clears pistol.
Gives me a good 10 minute lecture about how dangerous firearms are ( I respond that I am aware of that, it's why I was carrying it), how I am obviously not well trained (I don't mention that I do know how to operate both my weapon and his, and probably his hold -out, and his long guns, he seems agitated), and my choice of firearms is poor because nobody uses that type of gun anymore, why do you think the Marines went to the Beretta? ( I couldn't leave that one and started to tell him about NATO standardization being forced on our guys by our Gubmint, but he cut me off with some other  blah blah blah) Told me I should get a Glock if I insisted on carrying and finally ran out of wind when he said" You're just sitting there thinking F*$K you buddy, aren't ya?" I said, "Yes Sir, I am."
He wrote me a fix-it ticket and sped off.
7 days later I was driving the same strech of road at the same time of night and I get pulled over . I roll down my window and when the guy gets up to me I say I have a gun in the car.  The officer HOWLS "YOU AGAIN! I thought I told you to get that tail light fixed?! " I said "I will, within the 30 days alotted by law on the ticket you wrote me." He said have a nice day and left.
I think he was from California.

nope, they cant tell right away. they can only tell after they take your ID and run you that way. When they initally stop somebody, the only wants/records return they get is for the vehicle.

once they run you (in SCOPE) it will show that you have a CCW

That's what I though.  While I've not yet had the chance to test it, I thought it would be prudent just to hand over the permit with the license and not say anything.  Anybody have any experience with that approach?

The best thing to do if stopped is just tell the officer that you are armed, you have a CCW, and where the weapon is.Keep your hands on the steering wheel and the dome light on if it's nightime. Most cops are pro gun and don't want to restrict the rights of citizens to bear arms.I'm an LVMPD police officer.I am also a firearms enthusiast who strongly believes in the 2nd Amendment.

I have had a CCW for over ten years, 8 years in another state and two years here in Vegas.  My father was LE and I grew up in the LE family including hundreds of hours on patrol as a Sherriff Explorer in California.  I have always handed my CCW with my licence during a traffic stop.  With my hands at 10 & 2 o'clock, I always place my CCW on top of my license and tell the officer that, "my weapon is concealed and holstered on my right hip."  I have always had a possitive experience with this procedure, except for NLV.  I truely am pro-LE but there are officers in NLV that I wouldn't piss on if they were on fire.

He had no right to handle the firearm if it matchs your permit. Ive been thru that with UNRPD.....what a bunch dumb asses. i told the UNR guy I had a pistol on in a shoulder holster...he asked if I had a permit...yes...he says just leave it in the truck and get out...I also had a pitbull trying to eat the guy thru the window LOL. If  he had sked for my gun I would of said no way. Your lucky he didnt shoot you or your girlfriend.

My own NHP story was a lot more postive than the other one.
I was driving from Pahrump to Las Vegas when I got pulled over. The cop had followed me for awhile, although I couldn't imagine why he was pulling me over.
He came up to the window and told me that I was driving on an expired registration. I told him, Oh, no I'm not, I just forgot to put the sticker on, it's right here in the glove box. I started looking for it: stopped, put my hands on the wheel and said, I have a loaded gun in that glove compartment. He told me to keep my hands on the wheel, walked around the back of the pickup, took the gun out, cleared it without incident and asked if I had any more.
Of course, says I. I have another handgun in the center console and a couple rifles on the back floor. He cleared the other handgun and left them both lying on the front seat.
Told me to put the sticker on the truck when I got to work and that was that.

On another note, I was told by a metro officer that they can also see if you own any NFA weapons. This seems logical since you have to get a signoff from the sheriff. I know for a fact that they keep a copy of the form 4 or form 1.

I had a fender bender a couple of years ago. I called Metro but they said it was NHP's jurisdiction. Needless to say I had to wait over an hour for a Trooper (hour one). When one finally did arrive I handed him my DL, vehicle registration, proof of insurance, my CCW permit and the Blue Card for the gun I was carrying. I also verbally told him that I was physically carrying and where the gun was located on my person.

The Trooper was kind of young and I thought he might give me a hassle. Well, much to my surprise he said: "thanks for letting me know, now I'm going to talk to the other driver and to try to sort this thing out" and he put my ID and info in his shirt pocket. No cuffing, no pat down search, no bullshit.... Very cool and very professional (as it should be).

The Trooper eventually called for a supervisor (hour two) because he wasn't sure whose fault the minor accident was. Well, when the "Supervisor" showed up he was a real DICK to me. I believe he was a DICK because the people that hit me were an older Asian couple, and he was Asian as well. (Note: I have nothing against Asians, I'm just trying to make a point).

The Asian Supervisor seemed to "know" the people that hit me, and from that point on I was really treated like shit. He "ordered" me to wait in my truck and "not move," and then he joked around outside his vehicle with the people that hit me. When he did come over to get my side of the story he questioned me like I was was involved in a Friggin' murder. It was a simple fender bender for goodness sakes. I don't think he knew that I was carrying CCW, because if he did I am sure that being the DICK he is he would have made a big, ballistic ordeal of it. Ha! The whole time he was grilling me I was armed!

A short time later the "Supervisor" had to call for a supervisor. About an hour after that (hour three) a Sergeant and a Lieutenant showed up. This ordeal took over four hours from my first call to Metro. What is sad is that these Troopers couldn't collectively figure out who was at fault even after positive physical evidence showed that the other driver was clearly at fault. And this was with three "Supervisors" on scene.

After the whole thing was over and I was "released" I thanked the first Trooper for being so cool. I also thanked him for not telling the first "Supervisory Ass-Clown" that I was carrying. He said: "No problem, you stay safe." Like I said, this guy was a very cool officer. I felt sad that this young Trooper who first showed up has to work with a DICK like the Asian guy.

Footnote: I have nothing against the fine men and women of NHP, but I know that if Metro would have responded there would have been one Traffic Officer, the other driver would have been cited, and I would have been gone within a short time of the Tom Unit's arrival.

Well, that is mostly right, BUT----SCOPE is a local system for southern NV. It is not a statewide access and is addition to the NCJIS system.

All CCW permit holders were supposed to be put in NCJIS. The ones prior to 2002 aren't all in there for some reason. As they come up, LE has a notification that can be done to fix the problem.

The CCW is not linked to any vehicle registration or DL inquiry by license number. If they do a query with your SS# or name with DOB for a license, a CCW will come up.

If you are ran for wants in NCIC or NCJIS (they are usually linked anyways), then a CCW permit will show.

The change in the system had NOTHING to do with CCW holders, but was changed for the problems with protective orders. It was then realized that each LE agency could have their own database which does not share with other agencies. It was then decided that the orders should be put in NCJIS. With the Brady Amendment, they wanted to link the CCW records in there just in case there would be a Brady violation since people with certain protective orders are forbidden from firearm possession.

As for RU1096, dude the name gave it away Just go find some taillights to chase

Not a red flag.....

Just a plate every cop would run

You always wonder what person is driving those cars.....whether it is a cop, dept. employee, good guy, or a scrote bag. I could care less if good people have that type of stuff, especially since if the car is ever stolen it will be a plate all the cops will remember.

Believe it or not, I had a dope dealer with a plate that had a stolen vehicle code on it. His plate was the first thing that peeked my interest.

He was an idiot and found him with a 1/4 lb. of meth. The car looked good in the seizure yard with that plate on it

I guess I'd be the "dick" you describe if I issued you a citation.  hock.gif On the other hand I do have some co-workers that are a little over the top so too speak. he
Now to give my take on how to handle an armed citizen (CCW holder) on a traffic stop. The way I handle you depends on your demeanor. I work in a world were bad things happen real quick, and cops get attacked so I trust my first impressions of people. You give me a bad immpression, your gonna get treated accordingly. I'd say 99.99% of all CCW holders never raise any concerns of mine. That .01%er  that does will get VIP treatment untill I know you are not a threat to me.

My advice to CCW holders, and those who have firearms in their vehicle is this: Be polite, keep your hands in view while the trooper is present, on the steering wheel as we approach (this may be different in North Las Vegashe
Now my opinion on being stopped by that" ignorant dick" trooper: First thing to remember you did something wrong to get stopped, you got caught so to speak. Don't blame the Trooper for this. If at the conclusion of a traffic stop and you were being polite, and nice, (for real) and the Trooper was an "Asshole" you need to make contact with his or her Sgt. Make your complaint to them. If this Trooper was having a bad day the Sgt. will know. If its an ongoing problem then this too will be known. If this Trooper is a bad apple then we need to get rid of them.

I'll hang around here as long as I don't get the tinfoil hat treatment, and covered in anti-Law Enforcement rhetoric. I will be glad to answer honest questions. Oh and the best way to get out of a ticket is to obey the traffic law to begin with!
Link Posted: 12/28/2005 7:42:49 PM EDT

You don't just want to do that for troopers, but for any LE.

As for getting out of a ticket, don't tell me you have a CCW and are carrying up front, it may increase your chances of getting a ticket. Probably not much depending upon demeanor and offense, but almost all CCW holders are good people. Granted there are a few pimps and thugs with CCWs.

I would guess maybe 25% of my stops a cite was actually issued. The traffic offense was a just a tool for contact. Sometimes the offense was enough to catch my attention and maybe we just needed to have a lil' talk.

RU,

99% of the Nevada ARFcom community is pro-Law Enforcement. I knew you were a cop before you “came out" and I had no opinion about you either way. I always thought you were an average guy just enjoying a group of other guys (and gals) that share a common interest (guns). Just the fact that you are here and are a cop says that you are on the same sheet with the rest of us. And that is a good thing.

Here's one for you: I own a shooting school here in Las Vegas, and I teach all different types of firearms disciplines to civilians, law enforcement and military personnel. I must say the following does top the cake of traffic stops.

Last year a male student that had been through my CCW course had a "special" experience with a female officer. For respect of all good officers male and female across the Nevada LE community, the name of the department shall remain confidential.

I advise all my students if they are pulled over to turn the vehicle off, put the driver's side window down (if there are two officers and a passenger in the vehicle put the passenger side window down as well), put the hands at 10:00 and 2:00 O'clock on the steering wheel and put the dome light on if at night.

My students are also advised to be polite and compliant. They are advised to immediately inform the officer that they are a CCW permit holder; that they are armed with a loaded firearm and where the firearm is located on their person.

With that said, the above student called me the day after his "encounter." Here is his side of the story:

He was driving on a major street and he was late for an appointment. The light at the intersection was turning red and he knew he wouldn't make the light without running it after it turned. He admittedly punched his vehicle and ran the light right in front of a female officer in a marked unit.

Needless to say, she lit him up and pulled him over. He said she slammed the door so hard on her cruiser that it shook his vehicle. He said she angrily approached his vehicle and demanded that he keep his hands on the wheel. She asked him for his DL, registration and proof of insurance.

After that request he politely informed the officer that he was a CCW permit holder and that he was armed. What happened next is Friggin' scary..... After he told her he was armed he said she screwed a .40 cal. Glock in his left ear.

She called for backup and then ordered him out of the vehicle with the Glock attached to the left side of his neck. He said he was so scared that he almost relieved himself right then and there. While holding him at contact gunpoint she "eventually" disarmed him. I say eventually, because he was carrying a Glock 19 in a BlackHawk CQC holster with the Serpa Retention Lock. She could not figure out how to release the gun from the holster and when he tried to tell her how deactivate the retention lock she told him to “Shut the Fuck up, if I need any more bullshit from you I’ll ask for it.”

Anyway, she finally relieved him of his Glock 19 and a spare Glock 17 magazine. She cuffed him and then ordered him to stand in front of her cruiser facing her windshield (with his back to his own vehicle). Two male backup officers arrived and she told them to “watch him.”

She rifled through the passenger compartment of his vehicle including his console, glove box, and even his CD case. She then went through the trunk, his laptop case and daily planner.

She unloaded his Glock and dumped the gun mag and the spare mag, and then she locked the gun, mags and ammo in his trunk.

She cited him for running the light and told him NOT to open the trunk until he saw her tail lights.

Oh yea, the male officers told my student to file a complaint with Internal Affairs, but he didn’t follow through with that action. He said he was afraid of retaliation.

Just one of many horror stories that I occasionally hear from my students. In all fairness to other officers that are cool when they conduct traffic stops, I applaud you.

I can assure you that it was NOT NHP, RU.

Like I said I have heard some horror vehicle stop stories from my students during the past 10 years of being a firearms instructor, but the one I described by far is the most disturbing and scary.

Filing a complaint against an officer and going through the process can be pretty scary, especially after Nevada changed the law regarding "filing a false complaint against a peace officer." He was really scared. I heard it in his voice on the phone.

By "screwing" that Glock .40 in his ear put both of them at risk i.e. she could have had a ND under stress, and he could have easily disarmed her if he knew what he was doing....

Never allow your duty weapon (or defensive weapon if you are a civilian) to make contact with a suspect. There is too much at risk.

My advice to CCW holders, and those who have firearms in their vehicle is this: Be polite, keep your hands in view while the trooper is present, on the steering wheel as we approach (this may be different in North Las Vegas). Don't move quickly. Turn the dome light on if its dark. Tell me your armed, and where its at. We know your nervious, so are we. We also know your pissed because you got caught (speeding ect.). Its better to be honest and upfront about being armed then for me to find out. This can be very bad.

Actually, I can totally appreciate the job that troopers and LEOs do. My complaint with the trooper in my original post was that he couldn't clear my weapon and took his ignorance out on me in a 10 minute safety lecture. My "violation" was a mechanical failure (tail lights do burn out). Trust me on this one, anybody who knows me will tell ya the same, I am MR. Traffic safety. My idea of speeding is 60 in a 55. If you ever happen to patrol 395 from Carson City to the Cali line, I am the guy in the black Suzuki Samurai going the speed limit with Californians passing on the double solid yellow.
I am also glad to have cops of all kinds here on the board. As a nonLEO, I am happy to include you guys. I know you guys are often subjected to the whole cop bashing thing, and we'll do our best not to treat you like a JBT , unless you ride a patrol bike and actually wear those bitchin' Jack Boots!  Granted, most people you have to deal with are them bottom percentile, you have to extend us(here on the board) the courtesy that , for the most part, we are the good guys and trying to stay within the bounds of the law, not easily done in this day and age, when forgetting to remove your piece at the Post Office could get you a FELONY for nothing more than checking your mail. I wish we had better working relations with the LEOs we see all of the time. I am proud to live in a community where people jump into fights involving police, and help subdue the suspect. Not all places are like that, and we are slowly losing that  type of community( 2005 was a bad year for shooting Deputies in Douglas County, 3 in one year!). The guys and gals here on the board are the type of civillians you can count on to watch your back.
Please stay around awhile and get to know us, ignore Meansteve like the rest of us, and be a part of our community.

Now my Reno PD story is totally different. Aside from the clown who claimed to be a Drug recognition expert (sorry buddy, long hair does not equal dope smoker), the Bike trooper who pulled me over on the strip for obstructing an intersection was my favorite. He said "you know you were blocking traffic?" I reply, "Yeah, but I figured that running over all of the J-walkers was a worse crime." We both laugh. He hands me a ticket. Really, I couldn't clear the intersection due to the huge number of friggin idiot pedestrians and he gave me a ticket. Yes, technically, I violated the law. I did beat it in court, but how stupid is that?! If RPD is representing here, now's the time to prove you ain't all ignorant dicks.

Please tell your student to file a complaint. If it went down as you said this officer need to be re-trained minimum or worse.

If it is one of our troops, your student can file the complaint online. That story makes me sick to my stomach, I'm so sorry.

You must know my screen name from another board!

This is too true. Basic martial arts technique that is often taught in women's self defense classes.  If they teach it to housewives, you know they teach it to badguys.

He should complain about that........

As for retaliation, that crap is not tolerated at ALL!!!! Even contacting a complainant will get you in deep trouble....a lot more than any IA investigation normally would for an incident like this.

She sounds like one of those folks that shouldn't be a cop. Also to add, most of the female cops I have trained have a higher degree of incompetency then males.

The treatment he received is a disgrace to the rest of us.........I have encountered more armed subjects than I could remember...and the CCW holders that are up front rank right below other cops that I have stopped. To think she was such a moron about the incident.

gunmonkey:

As you found out a great many troopers, as well as cop's in general are not gun people. Guns to this type of cop are just another accessory on thier batbelt. I teach firearms, and have done so for the past 7 years. This fact was a real eye opener to me.  Your situation will be rectified ASAP. I will work into my next range session propper clearing and unloading procedures of various firearms. I have not done a class like this in over 5 years. So you can rest assured that Trp. 1911 Lecturer will recieve remedial training.

Well I'll hang around here, now that I know the air is clear and free of the tinfoil crowed.
