If you were Governor for a day and could choose how to solve the energy crisis what would you do

1) Create a corporation/co-op and build a natural gas pipeline for in state use.  What is left we take out of Kenai and sell to highest bidder
2) Royalty oil is sold to refinery at $60 a barrel (enough to easily fund .gov) with the caveat that they can sell it for cost + ACTUAL refining cost + 7%
