SECOND POLICY COMMITTEE CUT-OFF PASSES
TWO GUN-RELATED BILLS SURVIVE: ESHB 2951 AND SHB 2958
SECOND CHAMBER CUT-OFF 3 MARCH; 13 DAYS REMAIN IN SESSION

13 days before the end of the 2006 regular legislative session, and only two gun-related bills remain under consideration. SHB 2958 would impose an additional $1,000 fine on anyone who uses toxic (lead) shot in an area where such shot is prohibited. ESHB 2951 establishes certification criteria for retired police officers who wish to carry a firearm nationwide as provided for in the federal bill H.R. 218, the Law Enforcement Officers’ Safety Act of 2004.
House Bills 2622 (expanded CPL reciprocity) and 2951 (retired police officer firearms certification) were not given a public hearing in Senate Judiciary, thus effectively killing the bills. In a surprise move during the last Senate Judiciary Committee hearing prior to today’s committee cut-off, committee chair Senator Adam Kline (D-37) called up SHB 2951 for a vote. The bill passed out of committee without a public hearing.
Friday, 3 March, is second chamber cut-off day. Bills that have not passed out of the second chamber (House bills in the Senate, Senate bills in the House) are dead for the session. An exception to this rule is bills in a conference committee (to reconcile differences between House and Senate versions of a bill). There are 13 days left in the 2006 regular session.
