try looking up these west side shops:
2 cats tats
blue dragon
pigments

Depends on what you like. Both of these places are expensive, but, try No Regrets in Tempe, as well as Living Canvas in Tempe. If you go into the latter, make sure you speak to the owner, Mark, who is very pro police (he golfs with a lot of our SWAT guys and has done a lot of undercovers).
