Archived [ARCHIVED THREAD] - Can I still ship a C&R long gun to a CA C&R?

I've got a C&R bolt action rifle with a fixed 5-round magazine.  A C&R in CA wants to buy it.  Can I ship it to them, or have the laws changed?  I'm finding conflicting information about something called a COE as well.

Thanks.  Last I shipped into CA, long guns were still GTG for CA C&Rs.

Person receiving it in CA will need a 03 AND COE.
