Yes; selling 10rd or less mags to Californians in California is perfectly legal.
We only have a ban on *new acquisition* on hicap (i.e., over 10rd) mags (with certain exemptions for LEOs, etc).
Folks who had hicap mags on or before 12/31/1999 were allowed to retain them, so there was a buying frenzy back then.
And it is indeed legal for Californians to buy *parts* for hicap mags (including fully disassembled magazines) for replacement parts usage only.
Also, it is legal for Californians to buy hicap mags out of state - as long as they do not reimport them back into CA. Some CA folks may like to have a stash of hicap mags outside CA for 'retirement purposes' in case any new Fed mag or AW ban were to come down the pike. Other CA folks just may wanna be able to shoot hicap mags when they travel outside state borders (i.e, AZ, NV, OR.)
