I don't know what NR get, but I had to do 2 as a resident (1 blue FBI 258/ applicant) and one green (IIRC) SPBI card.

Yeah I figured there should be two.

What's the turn around time right now?

No clue. I obtained my permit in 2009 as a Connecticut resident. My town processed the application in 8 weeks, to the day.

CSP has typically been pretty efficient about processing non-residents, and has never had a history of unnecessarily holding things up (as some towns have been known to do).
