It is a named assault weapon under the NYS AWB but it is legal to possess in NYS providing it was lawfully possessed (by a person, distributor, manufacturer, dealer etc) prior to 09-14-1994.

can you also sell or transfer that weapon in NYS?  So if Pre-ban can have evil features, was there a registration period in NYS like California?

There are no registration requirements in NYS nor are there any restrictions on transferring a preban AW.
