Can CA residents buy off gunbroker and have handguns shipped to a local FFL that are not on the approved list, assuming the seller isn't a dealer?

FWIW I'm thinking in terms of older S&W revolvers like models 28-2 and 58.

Nope, if it isn't on the list then it can't be sent. You can get off list pistols in a face to face private party transfer. If it were capable of being converted to a single shot pistol then there are some ways of getting it through some cali FFLs but a revolver doesn't fall under the single shot exemption.
