All they have to do is give them old phones. They will still dial 911/emergency services even without a "plan" but wait, no pols. will get kickbacks from the phone co. then, so that won't work.

This is the biggest bunch of horseshit I have ever seen! If the plan is to allow the poor to have access to 911 give them old phones or land lines only that only have access to 911 no free minutes, texting, etc...that I and everyone else has to pay for! I am so tired of having the money I work for go for programs such as this that are completely useless. As pointed out there are children who have no healthcare, schools that can hardly afford to pay teachers much less buy new books, people who can't afford to buy gas to go to work, others losing their jobs...but the government see's fit to waste what little money they have to buy and pay for cell phones for the "poor" from a Mexican based company. That makes a hellofalota sense to me!!! When are we as a people going to say NO MORE. If you want something work for it, if you didn't finish highschool and can't get a job to pay for your family or lifestyle to F––-ing bad! You made your choice to not finish or not try or not want/strive for better out of life, you made your choice you chose to live off of government assistance, live with it or try and do better for yourself, its never to late to change things for the better. Hell there are millions of people who move to our Country with nothing but the clothes on thier back and are now prospering...you can too! I know in the current economic situation it hard, but through everyone working hard it will get better, but not if we sit around with our hand out!

Sorry for the rant....this kinda thing just drives me crazy.

Obviously my rant doesn't apply to the elderly who worked for a living, paid taxes and helped our country be what it is today and are now struggleing because social security is broken...or children (below the age of 18) who are born into shitty situations its not their fault.

My wife is a doctor.  She actually had a medicaid patient demand in no uncertain and not so nice terms the most expensive of a particular class of medication ending with the words...

What do you care its not like its coming out of your pocket

Why wife went apeshit on that patient.  

I'm just about fucking tired of people acting entitled to shit that costs $$$ out of my pocket...

according to al.com, it's on hold until it's 911 certified county by county (up to a year away) but the plan does include texting

Back in '87 there was a program called "Link Up Alabama"  Is this a part of that?  If so, the folks had to pay something for phone service, but as I recall most were disconnected for non-payment within a few months of being installed.

9-1-1 Centers at least those over Countys are/were estabished by vote of the people.

The only funding a vast majority of 9-1-1 Centers in Alabama recieve are from "tariffs" or 9-1-1 Service Fees that you see on your monthly phone bill.

Many Counties, such as the one I live, depend soley on these meager service fees without any financial help from municipalities or even the County Commissions.   There are some Centers in Alabama that charge NOTHING of a service fee and depend on whatever money they can scrounge.

And that's acceptable to a great extent as "we" the voters wanted 9-1-1 and I say, "needed" the service and we have to pay for it somehow.

It has to be funded by some means.

Trac Fone is trying to screw the citizens of Alabama by "self certifying" themselves and circumventing the collection and remittence of the service fee that keeps a 9-1-1 center running.

Don't be fooled, they (Trac Phone or Fone) are not the philanthorpists.  For all these "so called" "free phones" "free minutes" for the "poor" and "aged", Trac Phony will be, after they've "self certified" be dipping into federal monies to "offset" the costs of all this "free crap", so YOU AND I END UP PAYING THE PIPER TWICE!!!!


And here's what makes this totally useless.

For a cellphone to do you any good in the event of an emergency, it must send its location to the 9-1-1 Center in the form of Latitude and Longtitude coordinates.

This is accomplished in one of two ways depending on the carrier:  via GPS reciever in the phone, or by tower site RF tri-angulation of the phone itself.

9-1-1 Centers that can recieve this information are referred to as "Phase II" compliant.  There are only two or three Counties in Alabama which are not Phase II and it looks like they will achieve this soon (within the next year or so at the latest)


What does this mean... well for the subject here about Trac Phony, they'll be dumping thousends of phones into the State that are not Phase II compliant and thus cannot be located in the event of an emergency.

So now, your little ole granny who thinks she's safe now that she has a cellphone, is sadly and unknowlingly mistaken!!!  She has nothing more that a string with cups on each end to talk to someone.  If she dials 9-1-1 and is incapacitated and cannot speak... she's just another needle in the haystack, the 9-1-1 Center has no clue as to where to send emergency responders to find her.

Trac Fone is merely out to scavange our pockets for whatever money they can find laying around!!!

Call, write or email your legislators and tell them to hold Trac Fone to the same standards as everyone else!

My hometown has been doing that for years––-except they also give them air conditioned vehicles to ride around in while they are talking to their friends on their cell phones.

But here we call them "city employees".

Seriously, since gambling was legalized, the town has had a ton of new tax revenue coming and they have used it to hire practically every breathing adult who lives inside the city limits.  And the first thing they do is give them a cell phone and a vehicle.
