AR15
the arrow shows which way to twist for "up"
Does this refer to moving up the sight post or the point of aim?

AK47
i have the WASR 10. How is the front sight adjusted from right to left?

The AR rear sight will adjust the elevation. In the direction of up means it will move your point of impact up on the target.
On the AK, windage is adjusted by drifting the frong sight to one side or the other.

I have an ARMS 40 and I belive it only does windage. Your response helps with my question. My shots were all high so I I turned it in the "up" direction thinking it meant moving the post up. I'll crank it down tomorrow since the point of impact will go down too.
