Im looking to clear some thing up, as I read the latest edition of RECOIL mag.
what is MD law on 80% lowerers??

Except as provided in subsection (b) of this section, a person may not:
(1) transport an assault [ pistol] WEAPON into the State; or
(2) possess, sell, offer to sell, transfer, purchase, or receive an assault [ pistol] WEAPON.

Subsection b states:
A PERSON WHO LAWFULLY POSSESSED AN ASSAULT LONG GUN OR A COPYCAT WEAPON BEFORE OCTOBER 1, 2013, AND WHO REGISTERS THE ASSAULT LONG GUN OR COPYCAT WEAPON WITH THE SECRETARY OF STATE POLICE BEFORE NOVEMBER 1, 2013, MAY:
(I) CONTINUE TO POSSESS THE ASSAULT LONG GUN OR COPYCAT WEAPON; OR

The way I read it, owning an 80% lower, which is not a firearm yet, is okay. Completing an 80% lower is illegal, since you are now in possession of a banned assault weapon. I'm not a lawyer, so purchase at your own peril.

But what happens if you put a heavy barreled upper on it which is legal in MD?

Who's to say when you completed it?  Only new ones are banned.  Those owned before Oct. 1, 2013 are grandfathered in and still legal.

Presumably, it meets the exception in that case.

So, it's illegal up until you install the HBAR.

Though I guess you could finish and build it out of state, bring it in as a completed HBAR, and you're GTG.


I'm not a lawyer.  All my 80%s were completed prior to the law.

And we all know you are an absolutely honest person so when you tell us you paid cash for the 80% lowers and finished them before that date we'd have no reason to doubt you.  Now, everyone else, waterboard 'em!!
