Learning as much as I can, and I still find so many questions unanswered from my own research, so here is a quiz that someone else can hopefully grade me on:

i am having a new match fit (not easy fit) kart barrel and bushing installed, my question is that is it already assumed that the barrel will be re-crowned?

My answer, yes. Am I correct?

Reasoning? With a brand new bushing and barrel, the smith is going to want to ensure proper distance and lockup at the end of the barrel, and recrowning would aide in this process, correct?

But if I would like it re-crowned to match the bushing, that is something I would have to specifically ask for correct?

Depends on the smith. Some guys leave them out the front and others crown them into the bushing. Better ask.

so it isn't necessary to re-crown a new barrel with a new bushing?

No. It is more attractive, so it is more often done.
