I saw this on a hi-power that is being offered for sale on the internet. It is engraved on the left side.
Does this mean that the frame was made there?

That's the US importer marking, as required by the law-- FNH, Fredericksburg, VA.

All FN/Browning hi powers after 1973 or so (the so called Mark IIIs) are made in Belgium and assembled in Portugal.
