I just purchased a New? Sig 229 (no light rail)w/3 12 rd LEO mags & trigicon sites(dated 94). It came in a grey plastic box w/instruction manual. The pager sleeve is white with a label on the end flap.

What exactly did I get? It was listed as new & looks like a new SIG should. Is it a old mid 90's gun(stamped, not lazer engraved)? The sight date leads me to think so. I thought it was a good deal for $659.00

Sig hasn't always used the blue box.  The older sig cases were nicer - made out of a much stronger dark gray/black plastic.  I have an older P220 and P239 that came with these older style boxes.

I bought one like you describe about 2-3 months ago at the Savannah gunshow, no rail and no nitesights. Grey box and two 13 round mags. 589. NIB.

The P229 could be new but it is for sure an out of production style (no rail). Current Sigs come in a blue box while all CPO's come in a red box. Before the blue box they had black boxes and cardboard boxes. Post some pics of the barrel, breech, takedown lever, slide and frame markings if you would like to know more otherwise shoot the heck out of it..

I will post some pics for those more knowledgable with Sigs than I am. I thought the price I paid was good since my local dealer told me he could get me exactly what I wanted for only $799.00
No wonder they drive Mercedes to work!

Like I said, mine was new in box, grey box, no rail, plain sites. You have an older model 229, they don't make them non-railed anymore in the 229 but you can still find them around. You got a decent deal, mine was 589. without the nitesites and with one less mag than yours. You did fine. Shoot the shit out of it.
ETA, after almost 13 years, do the nite sites still shine?
