The Hydrahok is a 3rd generation JHP that is far inferior compared to newer 4th generation JHP's like the Gold Dot, Ranger T and HST. The Federal Hydrahok is probably the most studied and tested JHP bullet as the FBI, DoD and numerous private interests evaluated its performance in a variety of media. In its generation, it was one of the best performing JHP's availible, though it did have certain weaknesses. The Hydrashok has a tendency to "collect" debris in the nose of the bullet which prohibits expansion. Consequently, this hinders the reliability of expansion and some testing showed only 1 in 3 rounds expanded in a given medium. Testing also showed the post of the original design had a tendency to move flesh out of the way, decreasing the wounding ability of the bullet. The post also had a minimal affect on expansion, as it expanded nearly the same with the post lathed out. The latest Hydrashok has a redesigned post that flattents as opposed to remaining upright and expansion has improved. The Hydrashok has a good record of being effective in Officer Involved Shootings and is still used by many gov/LE agencies. Of all 3rd generation JHP's the Hydrashok is certainly one of the best and a solid performer. Alot of people continue to use the Hydrashok with great success, but its outclassed by 4th generation JHP's.
