No, the reason the date was stamped on it was to show that it was made after the ban and far too dangerous to be in the hands of mere civilians from 1994-2004.

The only place it's restricted is in ban states like NY, CA, MA, etc, where these can be legally possessed by leo/mil. If you're Joe Schmoe in one of those states you have to find mags made before 94. Now the ones made before 94 command a premium price behind enemy lines, but not the one you have.
