I know this is GALACTICALLY STUPID QUESTION!!!

If a magazine is marked RESTRICTED LE/GOVT ONLY 9-13-94. Is there any way it can be a PREBAN MAG?

No.

ETA: You probably know this, but unless you're in one of a couple States, or trying to sell to those states, it doesn't matter.

Kind of falls in the "Who's buried in Grant's tomb?" category!

No, the reason the date was stamped on it was to show that it was made after the ban and far too dangerous to be in the hands of mere civilians from 1994-2004.

I'm with you on this but I have some asshat on Gunbroker telling me that even though its marked Restricted it is a rare magazine and is a preban. I think he is crazy but I wanted to make sure I wasn't missing something.

The only place it's restricted is in ban states like NY, CA, MA, etc, where these can be legally possessed by leo/mil. If you're Joe Schmoe in one of those states you have to find mags made before 94. Now the ones made before 94 command a premium price behind enemy lines, but not the one you have.
