hard to beat MarcW's Pardini... a 1911's grip safety and frame can be undercut to the thumb safety pivot hole... my 1911 was getting close to the edge when it was built way back when... you can see the thumb wear marks on the slide...

Possibly the Steyr.

ETA: M9/M40 and variants.

True.  That's the best thing about the Glock.  In addition to the low bore axis, the grip angle forces you to pivot your wrist downward, effectively lowering the bore axis even more in relation to your forearm.    The lowered wrist is less apt to act as a pivot as the gun recoils.   This enables really quick follow-up shots.

The Steyr and Caracal guns are set up very similarly.

That's kind of where I am going with this.  But is there any centerfire pistols with a similar layout?

Czs have a low bore axis because of the slide to frame design. The slide rides internally of the frame.

1911s don't have a low bore axis no matter what you do with them because the slide itself is pretty tall and sits relatively high above the pivot hole.

green = 1911, red = Glock, blue = P7

Some center fire pistols which do have a (more or less) low bore axis: CZ 75 (highest on the list), Pardini GT9, HK P7, Glock, Steyr M, S&W M&P, Caracal, Strike One

This, if you are looking for a centerfire semiauto then the steyr M9a1 and m40a1 series appear to have the lowest bore axis. It is similar to the arsenal strike one in that regard

Haven't shot one, handled one though.

I've got an RFB and a PF9, and other than possibly a Sub2K at some point, those will probably be my only KelTecs.  Everything else feels cheaper and more plastic-y...

What about the Boberg Lineup? Sure they are new and expensive. They might fit the criteria.

EDIT: Late to the game, there are many good suggestions. I am just adding food for thought.

Also, after looking at pictures, the firearm doensn't look any lower than an M&P.

Notice the deep cut under the rear slide/beavertail area and the odd angle of the trigger/trigger guard. It forces your hand up really high. Not real comfy for me, but people with little hands dig it. The difference in muzzle flip is very noticeable between shooting the Steyr vs something like a Sig or even a Glock. The chunky Steyr slide probably eats up a lot of the recoil as well.

I wish Glock had done the same thing with their trigger guard.  As it is now, the trigger finger has to stretch up and away from the rest of the fingers as they angle down.

I owned one exactly like that.  It shot fine, much like any other quality .22.   It was fairly accurate and reliable.   I didn't like how the front sight was silver and the rear sight notch wasn't very deep at all.   Detail stripping was not something easily accomplished due to the complicated lower assembly.    The mag release is on the frontstrap, which is convenient yet odd.   It seemed to throw a lot more powder and crap on my arms while shooting than most other designs.

The slide doesn't stop at the top of the frame, goes all the way down to the top of the mag and the chamber.
The mag stops just short of the chamber like any other gun.

Interestingly, I have big hands and the Steyr M9/M9-A1 feels really good in my hands.

And, as mentioned, the muzzle flip of my M9-A1 is noticeably less than the Glock 17 that I usually carry.

I'm guessing that the Caracal, given the configuration of the position of the web of the hand on the grip (high like the Steyr), would feel very much like the Steyr M9-A1.

Although the triangular sights of the Steyr M9-A1 are interesting, I'm used to three dot sights so I replaced the original triangle sights with sets of Trijicon ST01 tritium (green/green) sights on my M9s...

A picture of the other side would show you better. The chamber/ejection port is under the slide. The slide rides on top. It's unlike other pistols. I own one. It's a great shooter.

By the way, the PMR-30 bore axis is appreciably higher than the Glock 17 (if comparing how the web of the hand fits the grip).

I don't mean that in any bad way about the PMR-30 because I really like it, but anyway...
