Controlled , not outlawed. Might be outlawed in several states though .

The legal length on a rifle is 16" for shotgun its 18"  and has been like that as far back as I can remember, if your talking about the length 14.5" on the M4 barrel ,I think it was made for Military use

I always thought Alabama was a pro gun state. I can't believe short barrels are outlawed there.
