What kind of finish is it? Mine is blued.

it might be blued. The color right now appears to be a very very very dark brown. I want to give it a nice matt black finish. Maybe gunkote or something else. Do I have to sand/bead blast it? My dad has a blasting booth at his shop....

I'd give it a real good cleaning with Gun Scrubber and see how evenly it comes out. Gun Kote will probably give you a pretty nice looking pistol when done. I just left mine alone, as the Bulgarian bluing looks pretty good. I put a Pearce grip on it was all. If I ever replace the sights, I'll probably refinish it.

ok, so I found some rust and blue remover from brownells. Can anyone think of anything that I could probably get locally?

Keep in mind, that no finish you can do at home will protect it better than what it's got now... This being said, it's still yours, and you can do what you wish...
