why does it say 263 seconds until search is available if you try to search again after no results with the first search?

supposedly one search per minute will keep down demands on server time, but unless you find what you want the first time, it almost always quotes you over a minute to wait!  If I knew exactly what the correct title was I wouldnt need the search tool.
