He has no special status except that he is considered a resident of the state in which he is stationed for the purpose of purchasing firearms. If he is in another state, you must ship to a licensee (FFL holder).

According to the U.S. post office, a gun can be shipped directly to military personnel if it is part of their duty equipment and is already their equipment.

Military officers may receive a weapon if they have a letter from their commander stating that it for their official use. As far as I know, no such letters are issued. If you need a weapon, the military will provide it.
