If I have 1 complete preban and several postban complete AR's, can I own more than one preban upper?

what like a 5.56 upper and a pistol upper or something like that.....sure can.

As long as I have ONE preban rifle I can have as many preban uppers as I want? Even if I own unassembled post ban lowers?

yep
now, the BATFE would like to think they can write law, so they issue opinions - they would think you intend to assemble them into an illegal configuration....but you know what?  How can you prove "intent"?
Also, if you intended to assemble them, why didn't you already do it since it is so easy to snap them on???

You can also own a pre-ban upper even if you only have a complete post-ban. It's not like it's an NFA-related item.
