At least you are not in the Phillipines.  With the people that they hire for cops in the US, I guess we can't point fingers.

Philippines police told to silence guns

Officers have been told not to shoot for fun at parties

New Year will not start with a bang for Philippine police officers who have been ordered to seal their weapons.
Masking tape will be placed over the muzzle of service guns as part of a campaign to stop police officers firing into the air during celebrations.

Let us show to our people that we are serious in our commitment to make the New Year celebration as casualty-free as possible

Jose Lina
Interior Secretary

The tape will be signed by police commanders and will be checked after 1 January to ensure it has not been tampered with.

The jubilant firing of weapons kills and injures people every year in the Philippines. The authorities are also encouraging people not to set off powerful firecrackers during the celebrations.

Police officers will still be allowed to fire their guns in the line of duty, but stiff penalties are being promised for trigger-happy revellers who shoot to welcome 2003.

Sacking threat

Interior Secretary Jose Lina led police chiefs in the sealing of the weapons.

He said officers who fired without reason over New Year could be sacked and prosecuted.

"I hope that our policemen nationwide will strictly observe this rule by keeping their guns silent on New Year's Eve," Mr Lina was quoted as saying by the Manila Bulletin newspaper.

"Let us show to our people that we are serious in our commitment to make the New Year celebration as casualty-free as possible."
