I read through an older post on this subjuct and am now even more confused. Would a folding stock with a pistol grip be legal on an SKS that has a bayonet lug and fixed mag if it is a pre-94, but post-89? Or would it depend on its configuration at the time the 94 law went into effect?

SKS and AKs are different. Once you start modifying them, then you cross over into a fuzzy area with imports regarding total number of foreign parts in the gun. It's not as cut and dry as AR15s, etc...

Generally, you can not have a bayo lug on a gun w/a deattachable mag if the gun was imported after the ban. With the imports it is all about date of import, not date of mfg.
