well aparently the builder did not finish building my home in 2000 when he left the job site as there is still insulation exposed by my basement window.
the revious owners must not have minded as they did not complete it either.
im wiondering what would be best to cover this insulation?
i was told that possibly a steel mesh and concrete with a heavy brush to" paint on"
what do you guys think?

How far back under the dirt does it go?  If this is a big area, you're looking at a lot of time/money to excavate it back so you can work on it.

The mesh and stucco is a perfectly viable solution, though I would trowel it on instead of using a brush.  Looks good, too.
