I would use a shop vac with a brush attachment to clean it and then paint it. You may need to buy a special roller to apply the paint if the texture is really bumpy, or you can always spray it on. I would not strip the texture off unless its peeling.

I'm currently in the middle of painting the inside of our house. Painting sucks but it sure does look purdy.
