can canadians buy a ar-15 upper in the usa 14.5 barrel?

ITAR

You can't sell controlled defense articles to foreigners [or export them] without state department approval. That upper would be considered controlled for ITAR purposes.

You are wrong.  That the item is not controlled as a firearm under the GCA does not mean it is not controlled by laws and regulations on the export of arms as a firearm part.

ITAR is different from GCA, I would read up on it. Most night vision and I think even optics like an Aimpoint(I might be wrong about aimpoints) are covered. ITAR is pretty convoluted. I would read up on it,

An answer like that would send you to Federal Prison. By purchasing an upper and bringing it across the border he is breaking ITAR.
EVEN A STOCK OR SPENT .22LR CASING will put you in Fed Prison if you bring it across the border (according to ITAR).

Not correct actually.  There is a value floor below which parts are not regulated under export regulations.  However, an upper is above it by my recollection.

To my knowledge: Yes, they could buy it. Domestically, it's just metal.

If they tried to take it across the border, they might be in a bit of trouble...

That minimum value floor only applies to non-major components. Major components (eg. barrels, receivers, frames, cylinders, the like) are always regulated.
