Constructive intent is an add on charge, but one that people have been hit with before. Same as owning an AR pistol and a rifle, or variations there of. By themselves it's legal, but by some kind of ATF Retard magic, you "intend" to do something illegal with it. Wonder if the Hillary defence would work here
