This. The headline is incorrect in the OP -- the drought is only "over" for the northern portion of the state. The southern portion remains in drought.

the good news is that the major reservoirs are all at above normal levels from the rains and the Sierra snow pack is at 163% of normal

Came to post this. And the cited source is just plain dumb and doesn't understand. over 1/3 of California's water is stored in snow pack. If it rains and melts the snow too soon, you'll still have a drought come summertime. Too much rain too soon contributes nothing or close to nothing as it runs off.

Have you EVER discussed weather with a Wisconsin farmer? NO Midwestern farmers are ever happy with the weather. It's part of their nature and I'm pretty sure a requirement for being a farmer in the first place.

"Drought" is defined in relation to the average amount of rain for each specific region, so even deserts are usually not in drought. You're confusing drought with aridity.
