I guess I'll have to watch the movie so I can take the statement in it's full context.  I can only imagine the doctored up vid clips of the President of the NRA saying, "Humans can make guns, and that can hurt apes real bad." that will be turned out by the forces of evil.

It isn't at all what is implied by the article.
What Heston is saying is that humans have ingenuity and inventiveness that allows them to use technology to overcome the superior strength of the apes.  There was no anti-gun statement in that scene IMHO.
Now, there DID seem to be a strong PETA-style animal rights theme through the whole movie...
