... ATC shut down civilian air traffic in Phoenix. My incoming flight diverted to Tucson for fuel. Oh well, it's not nearly as painful as it is for the neverTrumpers on same flight

Proximity, I'd guess. But I really don't know.
We have Luke AFB here but it's on the far west end of metro Phoenix, probably 30 miles from downtown.
Whereas Sky Harbor is very close to the convention center

And Sky Harbor has the Air Guard base with secure hangars and refueling,etc. Its perfect for Air Force One.

Not to mention the fact that a lot of people gather to see the POTUS arrive and depart on AF-1. It's a way more involved process to vet all those folks for entry onto, and provide security on, a military reservation.

The First Lady almost made my wife and I miss our connection after they delayed our flight out of ft Lauderdale. It was funny seeing all the travelers freak out about Air Force one. I didn't feel like correcting them and ruining their photos though.

I went to A&P mechanic's school at Love Field in Dallas. The prezs would fly in and out a good bit. If you have never seen all this entails, you would not believe it. They would land next to our hanger. What a cluster.

From the freeway it looks like they only have one hanger. But its wider than three KC135s. Have no idea what it was designed to hold originally. Don't know what the door configuration is either, but its certainly big enough inside if there are no door pillars in the way.
