I can give you the exact date - May 22, 2000. UNITED STATES et al. v. PLAYBOY ENTERTAINMENT GROUP, INC. says that cable and satellite programming are not subject to FCC content rules. Basically, as long as it isn't broadcast over the public airwaves in the clear, you can show anything.

Gone are the days of the good comedy central with MST3000.
Now it's just R rated potty humor and has gone the way of MTV.

from what I've read most censoring on cable only stations is due to not wanting to lose commercial sponsors

If there is demand, other channels will pick up what Comedy Central abandoned.
