Looks like he tied up the shotty to that pole.  Wouldnt want to have one of those boating accidents.

Hat on the guy in the side door plus the photographer said they were.  He's ex-army (possibly SF) and has been hunkered down in the central business district at some sort of telecom/internet facility.  He has been in contact with the police on a daily basis and I think he can tell the good guys from the bad better than we can from one picture.
