Yes "you seem....familiar" implies the discovery of a banned user who has returned to the site under a different username.
He is site staff. He had access to the IP addresses where every post comes from.

That is why I called my ISP and ordered the Untraceable IP box. They didn't want to sell it to me at first, but after the 23rd call to the manager's home number, they let me buy one. You just set it next to your computer and your IP becomes untraceable. Only $550 and it lasts forever.
