I found out where that phrase came from. Apparently, a new reporter for the NY Times wrote an article in which he confused the spelling of the word "burro" with "burrow." His editor wrote him a memo which said, "A burro is an ass. A burrow is a hole in the ground. As a reporter you are expected to know the difference."
