I bought a case of Speer 9mm 147gr ammunition that allegedly not for LE use, training only".

What makes it not suited for carry ammo?

IIRC there were some large batches with questionable primers and lots of duds reported.  They recalled the ammo, and repackaged it and re-sold it as training ammo.

Given the option, I wouldn't carry anything that doesn't pass the FBI testing.

My first thoughts. Cost less, same POI as the good stuff. Same feeding and weight. Bullet construction is not made for SD.

The lot may have failed testing for bullet weight, muzzle velocity, muzzle velocity standard deviation, penetration, expansion, cosmetic reasons, and/or whatever other standards to which it's held for law enforcement use.

I'd use it to test feeding in new firearms and use ammunition which passed all tests for self-defense.

The Speer Lawman 147 grain total metal jacket has a very similar nose profile to the 147 grain Gold Dot and has the same muzzle velocity and is also a good choice for practice.

The early runs of Gold Dot G2's failed to expand and were repackaged as bulk, "training only" ammo.  They were a great deal but don't expand properly or in some cases at all.  Is the hollow point cavity filled? That would make them G2s.

I bought 1000 of "training only" Gold Dot ammo in both 9mm and .40.  The 9mm is gone without a single problem. I've probably got 2-3 hundred of the .40 left but had no problem with that either.

I didn't use it for carry, but if it was all I had I'd use it before I'd use FMJ.

Even it were true that, tier 2: bullets, powder, brass or primers were used during construction.

And, what does tier 2 components, actually mean?  Is it like Govt contract, lowest bid wins?

Same here got a few k of both caliber dirt cheap

 I shot bowling pin matches with the stuff for years with zero problems 

I too was under the impression it failed some sort of QC
