given the intensity of a cat 5 hurrican most definantly.

i would also consider for any other impending disaster where EXTREAME loss of life is a high probability. Would we do it for NYC if they got nuked? I would hope so.

Sure, and it really wouldn't make any difference which level of .gov was responsible.

Someone SHOULD have had moved as many people out as possible.  I think it's reasonable to look to the city first, then state, then federal if the lower levels can't handle it.

There should have been an evac plan before the storm hit.
