It's actually an anti-PD round. It's chocolate donut shape draws in squad cars and then renders them useless with shrapnel. The newest version is white and looks like a powdered sugar donut. I've heard it's hell on black or dark blue BDUs.

That's what I was thinking. The rounds look as if they come from the landing craft. All seem to be detonated around same distance. Low amount of frag hitting the water in second pic.
