I know he was in 2001 by a 99-0 voice vote.

What changed that made him not need a second?  What made moving FEMA to Homeland security that made a reconfirmation to director not needed?

Probably after being crucified once probably no need to be crucified again. Besides his dept was folded into Homeland Security, and takes his marching orders from the head of HSA, Chartoff.
