It was originally 18" for both. Later revised to 16" for rifles.
My understanding is that it was due to the large number of shorter lever action rifles that were around at the time... |

.gov wanted to surplus a bunch of them out after the war but the barrel length was less than 18". SBR/SBS barrel length was originally 18". so to avoid them all being NFA .gov changed the NFA rules. NFA is really an arbitrary ruling and as such is surely un-constitutional. |
