When did they end  Private party sales
and start requiring transfers from an FFL?

the reason for the question is ,I have a chance to acquire a M14s from the original owner
he got it in the early 80s and was just checkin[thinking]

It actually seems a lot more recent than that, but '68 comes to mind for some reason...

If you have been making transfers without one, you should hope it was today.  I know for at least the last 2 years since I started buying it has been that way.  I believe it's been quite a few years.

Yeah, it was teh early 90's sometime.  I lived there for a year after I got divorced.  That was 92 or so and it was in effect then.  I had been on leave visiting my folks a year or so before that and they had it up for vote.

It doesn't matter when the guy bought it.  You still have to go through a FFL no matter what.  Defacto registration of all guns.  There were plenty of FFLs supporting the idea because it gave them a lock on the business.  I know of one in particular that was proposing shutting down all gunshows because he couldn't compete.

I found one source that shows that in 1991 you could still do private party transfers as long as it was no more than five per year.

At least thats what I think it said, I'm not so good at legalese.
