An old friend of mine once purchased a AR that came with the removable top handle ( flat-top ).  I believe the rifle was bought before the ban, but I cannot remember if it has a bayo lug or not....  I do know it had a flash suppressor.

I think the post-ban version of this would be called a 6700.   Right?

What would the pre-ban version be called?  

I am looking to purchase one in the near future and want to be able to ask for exactly the right rifle.

There are dozens of different models by different companies.  If I were you, I would hit www.bushmaster.com and pick one out that you like.  Cant go wrong with anything in 16" and I would stay away from the ones with the fake collapsable stocks.  They look cool but suck to shoot.

It is still a 6700.    Just would have an "r" in front of it if it is preban.     I guess you are talking about a 20" heavy barrel.    It should not have a bayo lug if original as production started after 1989 but before 1994.
