And we got CHL, so that's the carrying part.  

Article I, § 25 of the Wisconsin Constitution, adopted in 1998, states: “[t]he people have the right to keep and bear arms for security, defense, hunting, recreation or any other lawful purpose.”

Michigan's nifty Constitutional provision makes no mention of the hoops you have to jump through to buy a handgun, ref: registration.

KY Constitution Bill of Rights:  #7: The right to bear arms in defense of themselves and of the State, subject to the power of the General Assembly to enact laws to prevent persons from carrying concealed weapons.

Article 1, § 32 of the Indiana Constitution provides that “[t]he people shall have a right to bear arms, for the defense of themselves and the State.”  Indiana courts have interpreted this provision to allow an individual to possess firearms for purposes of self-defense and defense of the state, subject to reasonable police power regulation.

Isn't TX the place with widely varying laws by county, in theory even if not in practice, how about adopting this:
