This feature was in introduced in response to the soldier's tendency to burn ammo without discretion, especially with a select fire AK. The purpose of strap was, by making the user perform an extra step to remove the mag, that his ammo supply is about to run out. These are only found on newer production runs pouches as the older EG AK pouches don't have the mag straps or side accessory pockets.
